Background/purpose of the role
Drowning is a leading cause of death worldwide. It`s a serious, neglected public health threat, claiming the lives of 320,000 people every year.
More than 90% of drowning occurs in low- and middle-income countries, where people have higher exposure to the risks associated with open water as they go about their daily lives: collecting water, bathing, fishing and playing.
In Bangladesh, drowning is the leading cause of death for children aged 1-17, with 18,000 young lives lost needlessly every year. Disasters and water-related risks affect all areas of Bangladesh, with the Barishal Division bearing the highest burden. Despite the death toll, action to reduce and prevent drowning in Barisal has been absent.
In Bangladesh, drowning deaths mostly occur in rural areas, away from hospitals and out of the sight of policy makers. Evidence shows that a range of interventions are effective at preventing drowning, including the strategic use of barriers to control access to water, provision of safe places such as day care centres for pre-school children, and teaching school-age children basic swimming skills.
Project Bhasa (which means `float` in Bengali) is a groundbreaking initiative to reduce drowning in the Barisal Division of Bangladesh. The project is developing a multi-sector and evidence-led strategy to target the most vulnerable people
The outcome that this project is seeking to achieve is for other organisations to be in a position whereby they can deliver effective drowning prevention interventions for boys and girls under 12 in the Barishal division.
The role-
CIPRB is seeking an experienced survival swimming specialist to oversee the delivery of the intervention (January 2021 to December 2023). The Survival Swimming Specialist will be responsible for providing all supports to implement survival swimming teaching in the intervention areas. The person will closely work with other team members to ensure that sufficient support is provided in areas such as quality of intervention, monitoring, communications and safeguarding. Survival Swimming Specialist will be reportable to the Intervention Manager.
Job Location: Dhaka with frequent field visit in Patuakhali and Barguna District

Job Responsibilities
Provide support to implement survival swimming teaching in the intervention areas and reach the targets
Prepare monthly and yearly plan to achieve BHASA SwimSafe target
Conduct survey to enroll eligible children for the SwimSafe programme, organize TOT for SwimSafe trainers and training for the CSIs, and ensure pond modification
Visit field activities to ensure the quality of the SwimSafe intervention according to the standard operation procedure
Arrange and facilitate meetings, trainings and workshops relevant for SwimSafe programme for the Project BHASA
Provide technical and managerial support to the project team
Monitor field activities of program and provide immediate feedback where necessary
Report to the intervention manager about the findings of field monitoring
Follow up and provide technical support to capture the data of enrolled children
Provide support in preparing quarterly and yearly report
Conduct training on survival swimming to partner organisation/s and also help them to adopt new delivery models if needed
Work with the Policy and Partnerships Team to support stakeholder engagement with both government and non-government organisations
Coordinate and communicate with the Field Staff regularly
Work closely with the Communications Team to develop internal and externally facing materials, such as fact sheets, newsletters and social media posts
Work with partner organisations for providing technical support to implement the intervention
Support organizing visits from external stakeholders (e.g. donors, project partners, external training providers, consultants etc.)
Support and implement any other activities as assigned by the intervention manager, and other higher management in consultation with the Project Director.

Educational Requirements
Graduation/Post-graduation degree in Social studies/ development studies/ business studies from any reputed university

Additional Requirements
Experience in managing team at field level
Proficient in computer skills, including use of email, internet, Microsoft Office programs: Outlook, Word, Excel, and PowerPoint
Experience of planning, developing and organising events
Significant years of experience in survival swimming teaching management at rural communities preferably within drowning prevention sector
Good command on survival swimming training conduction
Ability to guide in documentation process of SwimSafe activities at field level
Experienced in external representation with stakeholders from governments and civil society
Excellent written and verbal communication skills
Knowledge on safeguarding of children and vulnerable adults
