Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a qualified camp manager who will be responsible for all DRC activities in the camp area by managing and supervising staffs

About the job

In line with the response plan to the Rohingya crisis, DRC works the protection, shelter/NFI and site management sectors. Camp Manager will be responsible for supervising and managing all DRC staff and all DRC activities in a portion of Kutupalong extension (covering 2 selected zones and a population of c. 30,000 per Site Manager). The Camp Manager is responsible to support the RRRC (Refugee Relief and Repatriation Commission) representatives in the coordination of assistance and services at site level ensuring effective and meaningful community participation. This entails building strong partnerships with a diversity of stakeholders, ranging from refugees to humanitarian partners, local communities, and government authorities. The site manager works in close partnership with DRC shelter/NFI, protection, site operations and community services and with the UNHCR/IOM and RRRC focal points, under the overall coordination and supervision of the CCCM Senior Manager.

Responsibilities:

Management:

· Responsible for supervision and management of all CCCM staff and DRC activities in support of the RRRC in the refugee sites, including site governance and community engagement, service delivery, coordination, site planning care and maintenance and population monitoring

· Ensure that adequate staffing is in place for the activities, including an appropriate gender balance within the staff group. Ensure all staff are trained on the skills and values required;

· Coordination of camp-level HR, finance and administration in link with support unit;

· Monitor financial commitments and expenditures against assigned budget lines;

· Ensure that the organization’s financial, logistics, security and human resources policies and procedures are fully implemented in relation to all camp management staff;

· Contribute to the strategic direction of the country operation through participation in strategy planning meetings and documents.

· To maintain emergency preparedness and response capacity for DRC in area of operation in case of influx or other risks/hazards

· To prepare capacity development plans for staff, especially with a view to nationalization of management positions within agreed timeframes

· To monitor the safety and security situation in the site with a specific focus on potential impact of insecurity on staff security, humanitarian access and accountability and programme delivery.

· Deputies for the CCCM Senior Manager as necessary

Program Implementation:

Support the RRRC camp managers to:

· Identify gaps in service provision to refugees, proactively referring those gaps to relevant forums or advocating with government authorities or humanitarian partners for additional support;

· Monitor and coordinate all activities of humanitarian partners in the camp to avoid duplication and identify gaps, whilst ensuring that protection considerations are mainstreamed across all sectors;

· Maintain and develop governance and community participation mechanisms in the camp, ensuring that the voices of different genders, ages and those with specific needs are heard and represented;

· Seek to ensure that the camp population participates in decision making processes and that camp coordination forums are representative and inclusive of refugees;

· Coordinate with Shelter team to ensure that shelters and communal facilities are provided for refugees in line with applicable standards, and that the infrastructure is maintained/upgraded as per needs and donor guidelines;

· Oversee and ensure that NFI distributions are conducted in an accessible and accountable manner;

· Adapt camp activities, as applicable, in close coordination with the CCCM Senior Manager and Emergency Team Leader, if/as the context changes.

· Maintain an open dialogue with the refugee population and host community

Program Development:

· Identify gaps with a view to generating ideas for future projects with strong beneficiary impact;

· Develop concept notes and/or proposals and budgets in close cooperation with the Emergency Team Leader.

Representation:

· Co-chair weekly site coordination meetings as well as meetings with refugee leadership committees;

· Facilitate/chair other coordination meetings related to the site, in consultation with other actors

· Maintain open dialogue with local authorities, UN agencies and other NGOs working in the site

Reporting:

· Report regularly on camp activities to the Senior Manager

· Contribute to donor reporting

Any other duties as agreed with the line manager.

About you

To be successful in this role we expect the following:

Essential:

· University or graduate degree in relevant field. CCCM training Minimum

· Minimum 3 years of humanitarian work in field locations;

· Minimum 2 years professional work experience in camp/site management, community mobilization and distributions in a leadership position, and solid understanding of camp/site dynamics;

· Experience with the cluster and refugee coordination systems

· Excellent analytical and communication skills;

· Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders;

· Proven ability to work in remote field locations;

· Ability to work under pressure, with minimal supervision, and in a culturally diverse team;

· Demonstrated record of field and operational experience at an international level in camp-based response

· Proven ability to manage multi-disciplinary programs, coordinate logistics, and manage a diverse staff group.

Contract length: We offer 6 months contract with extension dependent on performance and funding
