Job Context
To implement the Cash Based Intervention Project in World Vision Bangladesh Refugee Crisis Response. To oversee the field operations of the CBI project is implemented as per project design, log frame and plan of action and Donor standards. Ensuring staffs have full commitment to set out duties for successful implementation as per schedule with quality reporting and correct documentation. Overall responsible for the day to day running of all the field activities and feedback from the field team.
Job Responsibilities
Coordinate all the Cash Assistance interventions that are implemented in the Host Community / similar administrative areas.
Manage Field Teams responsible for Cash Based Initiative through project interventions in their designated operation areas.
Participate in the assessment of community/beneficiary needs and resources, collection of base line data to assist in project implementation.
Following the agreed plan of action, implement the program to schedule, reporting any delays and deviations immediately.
Initiate and manage the beneficiary registration and verification processes.
Ensure redeem of Cash incentive to participants are accurate and according to the criteria.
Submit distribution plans to Project Manager for review and approval.
Prepare Cash distribution plan for the relevant beneficiaries.
Plan and monitor all field activities, i.e. appointments, meetings, cash distributions, monitoring and beneficiary follow-ups.
Ensure proper documentation of program processes is upheld, i.e. distribution plans, beneficiary lists, Cash requisition, distribution reports, working with all stakeholders.
Prepare timely and accurate periodic reports as required by Line Manager.
Assist the Line Manager to prepare timely and factual annual, quarterly, and monthly management reports, and other reports as needed.
It is mandatory to take care all the information especially the key documents and back up the information on regularly basis
Establish list of Cash-transfer activities and track the completion of each activity.
Establish list of Cash-transfer beneficiary by gender per activity.
File all contracts and agreement with communities
Work closely with the Line Manager to ensure timely procurement and delivery of project resources.
Communicate with the community and other stakeholders the objectives of the Cash Transfer Project.
Provide accurate financial acquittals of Cash and Travel advances.
Supervise project staff, organize training and provide operational leadership.
Support the Field Assistants to monitor, control and evaluate budget and actual expenditures, on a monthly basis and strictly adhere to WVI financial policies and procedures.
Liaise with Local Govt. Community Leaders (Union Parishad), Donor counterpart, Government and other stakeholders and represent World Vision in the area of project implementation.
Attend periodic operational, staff and other meetings at district and national level, representing the organization.

Educational Requirements
Bachelor’s degree in Commerce / Business, Social Work, Mathematics/Statistics
Development-related field with experience in community development.
Experience Requirements
At least 3 year(s)
Additional Requirements
3 years’ experience in the sector of Cash / Voucher Based Programming, Relief or Development with some expertise in logistics / procurement.
Experience in field work and working with Host communities to achieve development initiatives.
Experienced in the development of community awareness campaigns and the ability to manage meetings with Local Govt. Community Leaders (Union Parishad), government officials, NGOs and other stakeholders (ensuring gender balance in participation).
Experience in registering beneficiaries and Voucher, Cash distribution.
Experience in project implementation, monitoring, evaluation and report writing useful.
Good in communication, interpersonal skills and cross-cultural sensitivity.
Effective in written and oral communication; able to speak and write Bangla and English. Local Language (preferable).
Experience working in an office environment and able to use computer and email is essential.
