We are looking for our delegation in Bangladesh for a

Health & Nutrition Coordinator

Position Start Date: 1st of March 2018

Duration: 6 months, more if funding available

Location: Cox’s Bazar- Bangladesh

Terre des hommes does not set closing dates for this position; recruitment is on-going until the position is filled

Contractual conditions:

Swiss salaried contract 3’400 CHF (~2’950 €) < > 4’750 CHF (~4’100 €) net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

Context:

Following the massive displacement of more than 600 000 people into Bangladesh since end of August 2017, Tdh has put in place an important emergency response plan to provide relief to the Rohingya refugees, notably on health, WASH and protection.

Main responsibilities:

The Health and Nutrition Coordinator will be responsible for providing strategic direction and vision to the Tdh’s Health and Nutrition programming in Cox Bazar (Bangladesh) and will be responsible for the overall quality implementation.
He/She will oversee the Health and Nutrition project Manager and provide guidance to the Health and Nutrition staff to ensure that stated goals and objectives are met, that the projects is appropriately monitored and evaluated, and that project reports are written and submitted in a timely manner.
He / she supports the designing and fundraising for grants related to health, through the monitoring of donor opportunities, the drafting of concept notes, budget & project documents and in straight collaboration and supervision with the Emergency coordinator and HQs’ teams specialists.
He / she is responsible as well for the Coordination and Representation with official authorities (MoH) and INGOs, the Managament of health Human Resources, including capacity building of national counterpart and Tdh national staff with the provision of technical reference and guidance for the health and nutrition sector in the mission.
Tdh expects that its contractors’ professional conduct reflect proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.

Fonction details :

Program Planning and Implementation:

Provide technical and management leadership to the Health & Nutrition Program in accordance with best practice and Tdh’s policies.

Ensure that all planned health & nutrition activities are implemented on time, within the budget, according to quality standards and as per the monthly plan.

To participate in assessments in its geographical zone of intervention or outside.

With support from the CP managers, follow quarterly, monthly and weekly activity plans to achieve expected results. This includes planning of activities, and procurement.

Identifying needs and gaps in programming and proactively suggest new activities to enhance the health and nutrition activities and propose adjustments of the project strategy if needed.

Support preparedness planning for the cyclone and rainy season and any others emergencies (i.e. Cholera or other outbreaks (ie. Hepatitis E, diphtheria, etc).

Contribute to the development of country sector strategic direction and plans.

Work closely with various partners to ensure better coordination and representation of Tdh.

Monitoring and Reporting:

Supervise (in collaboration with the CP humanitarian specialist) required evaluation of new situation or of the existing program to guarantee high quality intervention

Supervise the health & nutrition teams and managers to conduct regular monitoring and evaluation activities, and on a regular basis liaise with partners to identify gaps and challenges as well as to ensure quality impact of the health and nutrition approach.

Work closely with M&E officer to ensure data are collected to better report on activities and to ensure quality services for beneficiaries.

Draft monthly reports in addition to other reporting tasks as per donors and partners requirements.

Regularly update the Emergency Coordinator on implementing challenges on a daily basis and data on a weekly basis.

To creates and applies a communication and visibility plan in the project(s) under his/her responsibility.

To designs and implements correctly a data information system and tools as needed for the implementation and monitoring of the project.

To ensures the capitalization of lessons learnt and good practices in formal documents.

Capacity building

Identify training needs and develop a capacity building strategy.

Provide follow-up health and protection training where required.

Coordination and representation

To participates in internal coordination meetings as needed and requested.

To participates in external coordination meetings (Cluster meetings, meetings with authorities from the Ministry of Health) and ensures the correct technical coordination with other Tdh activities.

To represents TdH in front of the Ministries of Health or any other relevamnt actors, as requested.

To ensures the correct integration of TdH’s health activities and strategy in the Ministry of health’s plans, policies and regulations.

To ensures the correct coordination with the other Coordinators/Project Managers, in the activities related to his area of work.

To ensures the coordination and solves potential overlapping of activities with other organizations and actors in helth sector in Cox’s Bazar.

To ensures communication and reporting regarding technical matters, as needed, with the technical referent available at the mission or at HQ.

To participates, as requested by his/her Line Manager, in the writing of proposals.

Human resources management

To identify, recruit train and manage staff.

To ensure staff health-care.

To ensure Child safeguarding policy is enforced.

To ensure the whole team has a clear understanding of the Tdh mandate and project.

To ensure a positive working environment and good team dynamics.

To organise and lead coordination meetings of health and nutrition teams.

To evaluate the staff under his/her direct responsibility on a regular basis and pass on the evaluations and recommendations to HR.

To ensure the communication contract is implemented within his/her team(s) and project teams.

To create conditions for a good flow of operational information from delegation – field – delegation – HQ (verbal exchanges, e-mails, sitreps, reports,, etc.).

To ensure overall compliance with the Tdh HR procedures and those of the country (fairness, transparency).

To participate in the senior management and extended senior management internal coordination meetings.

To ensure and support the accountability of the national teams in a gradual process of delegation and nationalisation of managerial posts.

Security

To comply with Tdh Security Regulations.

To ensure the staff follow the safety andsecurity rules as defined.

To reports any security/safety incident and/or risk to the Emergency Coordinator in a timely manner.

Others

Undertake all other duties that may be determined by the Emergency Coordinator and that are compatible with the job.

Maintain and ensure a culture of strict confidentiality – inter Tdh staff and between Tdh staff and non Tdh employees.

Profile :

Job requirements

Degree in Medicine or Nursing.

At least four years of experience in the implementation of Health and Nutrition projects in humanitarian contexts is mandatory.

Successful track record of developing funding strategies and securing high levels of funding from institutional donors (OFDA; BPRM; DFID; ECHO; UN; etc.); excellent knowledge of the Logframe, proposal and budget development.

Proven knowledge of logistics implementation at national level.

Excellent level of English, written and spoken.

Excellent handling of IT tools, be it generalistic (Windows, Office, etc.) as well specific (EPI-INFO, etc.)

Raising awareness within the Foundation on violence against children.

Providing guidance to employees and others and defining expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse.
