Project Officer – Sylhet – Voluntary Association for Rural Development

Job Description / Responsibility
Voluntary Association for Rural Development (VARD) has developed partnership with Oxfam in Bangladesh to work on Urban Programming with specific focus on Disaster Risk Reduction (DRR) in urban areas titled “Enhancing Inclusive Disaster Resilience in Bangladesh” in Sylhet City Corporation area, where the duration of the project is initially for one and half years.
The key purpose of this position is to implement the project which built through DRR component. The Project Officer will support the implementation at the field level with and actively coordinate with City Corporation and Disaster Management Committees (DMCs) at different level, Ward Volunteers Groups (WVG) and other relevant government and non-government organisations/agencies.
TASK & RESPONSIBILITIES
Work to achieve project objectives, outcomes and impact within the project period for effective and efficient delivery of the project using agreed and deliverable strategies;
Support project in facilitation and implementation of the capacity building trainings, meetings and workshops;
Monitor the progress of projects implementation on regular interval through intensive field visits;
Mobilize community to be actively involved in Urban Disaster Risk Reduction process.
Arrange regular community awareness sessions, DMCs and WVG meetings at different level and facilitate community level awareness sessions.
Support the dissemination and demonstration of DRR messages including IEC materials.
Arrange and implement Mock simulation at ward and school level.
Facilitate activation/ formation and mobilization of Ward Volunteers Groups (WVG) and different level of Disaster Management Committees.
Support the DMCs & WVG in conducting Urban Risk Assessment (URA) process, preparing Risk Reduction Action Plan (RRAP) and Response Plan.
Develop and maintain good relations with project beneficiaries, partners and stakeholders within the project areas;
Ensure proper and regular communication on project related information with Project Coordinator.
Prepare relevant Documentation of key learning, best practices and challenge of the implementation of the project.
Support Project Coordinator to prepare monthly, quarterly, annual and event based reports and other reports as per project need.
Attend Seminar/Workshop/Meetings/Training as per required.
Work on other related project implementation activities.
Influence others to share understanding on DRR/Disaster Management.

Educational Requirements
Bachelor or Master’s Degree in Disaster Management, Development Studies or Social Science or any DRR related field.

Experience Requirements
Minimum 3 year(s)

Additional Job Requirements
Experience:
Minimum of 03 years professional experience in humanitarian and development especially on disaster management/ DRR related field (experience working with ECHO/DIPECHO funded Project is an added value)
Experience in coordination with partners, developing partner relationships, and capacity building
Experience in interaction with high level government officials will be an added value.
Working experience in NGO/INGO
Other requirements:
Good written and spoken in English is essential
Good understanding of Disaster Risk Reduction (DRR) programming is essential; in urban settings is desirable
Good knowledge and understanding on national and other relevant disaster management policies including SoD, National Act on DM, National Building Code etc and other DRR/DM related stakeholders, activities/programme in Bangladesh particularly related to earthquake in urban context;
Knowledge on linking DRR with sustainable development, right base approach, community development model, clear analysis on social/ economic/ gender power dynamics from community to national level;
Good coordination, communication, liaison and networking skills
Excellent communication skills and skill in leading discussion and meetings
Poses good presentation, reporting skills and good analytical skill
Good Computer Skills: (MS Office)
Proven ability to facilitate and implement capacity building training especially related to DRR;
Experience on data collecting systems and survey mechanism as well as good report writing skills and experience
Training/ facilitating/ capacity building skills.
Experience of working in a participatory approach to strengthening capacity according to its needs.
Ability to work well under pressure and in response to changing needs.
Ability to travel and to work in difficult circumstances.
