Manager (Administration & Finance) – Population Services and Training Center – Mymensingh

Job Responsibilities
Keep all administrative papers and documents in line with standard accepted best practices.
Coordinate and liaison with PM and external authorities.
Establish compliance with administrative systems of the lead organization and ensure discipline.
Process all requisitions from centers and ensure timely dispatch of logistics and supplies to centers/outreach.
Administration related Ensure inventory of equipment’s, furniture and other materials in the centers/outreach/PM’s office. Ensure overall maintenance of all major equipment at the PM’s office and protection, maintenance and efficient use of all project assets. Process all requisitions from centers and ensure timely dispatch of logistics and supplies to centers/outreach Train center majors on stock and inventory management Assist center managers in financial negotiations with landlords/other agencies/ individuals. Any other task which may be assigned from time to time.
Arrange all procurement according to the PPR-2008 as per the requirement and the budget provision.
Prepare financial reports and ensure timely submission of reports and claim Ensure timely release of funds to PHCCs and CRHCCs Liaison with banks, PMU and PIU, Consortium partners on financial matters as and when required. Conduct 6 monthly internal financial audits of all centers and PM’s office.
Examine closely expenditure statements sent from centers to ensure spending in line with the budget.
Train CRHCC and PHCC Managers in financial management at center level.
Establish compliance with financial systems of the led organization and ensure financial discipline. Give inputs in drawing up annual/periodic budgets.

Educational Requirements
Master in Finance/Accounting or any relevant discipline.
Preference will be given to the candidate who worked in foreign aided projects/NGOs.

Experience Requirements
At least 5 year(s)

Additional Requirements
Must be knowledgeable about NGO operations and operating environment in Bangladesh.
Knowledge of development partner rules and regulations.
Minimum of seven years of experience
Experience with donor funded program will be given additional preference.
Proven experience on program planning, staff management, motivation and monitoring & evaluation
Willingness to travel extensively in the area of PSTC’s operations in Bangladesh.
Strong sense of responsibility and have the patience to work under pressure
Ability to communicate effectively
English language proficiency
Excellent written and interpersonal communication skills
Demonstrates adaptability and flexibility in all aspects of working
Excellent proficiency in Microsoft Office Suite.
Good computer knowledge in MS word, Excel is required.
