Project Accounts Officer – International Maize and Wheat Improvement Centre – Dhaka

Job Description / Responsibility
Main duties and responsibilities::
Assist CIMMYT Bangladesh Administrative and Finance Manager in overseeing hub level Projects Financial and Administrative activities.
Regularly reports and works closely with the A & F Manager and through him/her to CIMMYT-Bangladesh leadership on program expenditures, advances, forecast, etc.
Regularly visits field offices and ensures that CIMMYT financial and administrative procedures are being followed. (i) Supervise field office Finance & Admin Assistants and provide guidance to finance and admin staff. (ii) Coordinate with Finance & Admin Assistants and Hub Managers on financial issues.
Prepare Hub wise expenses vouchers and review supporting documents before adjustments and payments are processed.
Maintain financial books of accounts as required for the CSISA program.
Ensure statutory compliance of field offices –VAT Coupons, Tax Deduction at Source, Provident Fund, etc.
Manage or oversee fund transfers to various CSISA Hubs and others; monitor fund balances and review liquidation reports; reconciles project fund and bank balances.
Ensure full reporting and accounting of invoices from CIMMYT and to CIMMYT on a regular basis.
Maintain complete records of all important documents of hub transactions; coordinate with Management to ensure that the financial implementation adheres to all other aspects of the donor agreements.
Maintain a complete list of the CIMMYT fixed assets in coordination with Administrative Officer.
Provide support to CIMMYT Bangladesh Finance team – during month-end and year-end closing of the books.
Coordinate with CIMMYT Finance and Administration staff for issues related to CSISA transactions.
Coordinates if so requested with CIMMYT HQ for submission of periodic reports as required.
Regularly review and verify expenditures to ensure adherence to budgetary requirements; check advances, expenditures related to trials and demonstrations, purchase requisitions and ensure proper account charging of expenses.
Prepares annual operational and capital expenditure budgets.
Prepares financial reports for Management.
Prepares financial reports for reporting and audit purposes.
Other tasks as assigned by Supervisor(s).
Position Specific:
Assist A&F Manager -CIMMYT in financial management and support finance and admin activities by hub offices.
Monitor fund transfer to Hub offices.
Monitor progress of all financial activities at Hub offices.
Support the achievement of projects financial objectives by anticipating requirements, submitting information for budget preparation, scheduling expenditures, monitoring costs and analyzing variances, in adherence to financial and accounting regulations.
Liaise with Project Manager and Hub Managers, project staff (logistics, administration and procurement) and other CIMMYT staff as needed to ensure that CIMMYT project activities are adequately supported in reaching program objectives and reporting requirements.
Provide advice to all program and operations staffs on the application and interpretation of accounting and financial rules, regulations, procedures and policies.
The position is for an initial fixed-term contract of one year with a three-months initial probationary period, after which further employment is subject to performance and the continued availability of funds. Salary range is negotiable. Other benefits will be admissible according to CIMMYT rules and regulations for USAID funded projects.

Educational Requirements
Minimum Bachelor degree in Business Administration/ Accounting. Chartered Accountancy course completed from a reputed firm will be given preference.

Additional Job Requirements
A. Education & Knowledge: Minimum Formal Education needed:
Knowledge of Auditing, Accounting, Financial Management and budget planning.
Knowledge on using accounting softwares.
Adequate supervisory skills and experience.
B. Work Experience Required & Number of years of relevant experience needed:
5 years or more of experience – preferably with NGOs, CG centers or other similar programs. Preference will be given to those with USAID project experience.
Requires conceptual knowledge of theories, practices and procedures within these disciplines.
Requires an ability to spend extended periods outside of Dhaka.
C. Complexity of thinking needed:
Ability to analyse complex data, carry out and explain computations or to resolve problems.
Identifying options based on research and consideration of their consequences.
Provides inputs into decision making on problems.
D. Extent to which interpersonal skills are important for this job Interpersonal Skills: Contacts (Internal, External) Frequency, Nature & Purpose of Contacts:

E. Level of English Language Required:
High level of fluency/competency in written and spoken English.

Ability to translate regular documents excluding legal, financial or highly technical documents.
F. Information Technology skills needed:
Sufficient competency to use the standard Windows-based software for word-processing, spread sheets, presentations, and email used at CIMMYT with occasional assistance.
Ability to effectively use corporate systems and other specialized applications (user)
Basic skills in Windows Operating System and LAN
G. Authority to make decisions; Extent of supervision & support available:
Objectives and desired outputs are defined.
Work is occasionally checked for methodology as well as outputs. Supervision is readily available
