Senior Disaster Management Officer – International Federation of Red Cross and Red Crescent Societies – Dhaka

Job Description / Responsibility
Background:
The International Federation of Red Cross and Red Crescent Societies (The Federation) is the world’s largest humanitarian organisation. The Federation has been working with Bangladesh Red Crescent Society (BDRCS) for more than 30 years in humanitarian fields mainly disaster response and management, cyclone preparedness, disaster relief and recovery, community based disaster preparedness, risk reduction and mitigation, etc.
The Response and Preparedness unit of the Disaster Management department is responsible for assisting BDRCS with humanitarian interventions in times of disaster as well as for taking preparedness measures against future ones. Currently, the Federation is running its Flood Operations in response to the flooding that occurred during the span of August-September 2014 affecting more than 2.8 million people. In view of the needs, BDRCS has gone for a comprehensive response plan combining relief activities and early recovery components. The Federation launched Emergency Appeal (EA) on September 15th 2014 to assist 19,470 flood-affected families (97,350 people) over 12 months with relief and recovery assistance. After the completion of the relief phase, early recovery assessments have been conducted and the recovery activities are due to start soon. The Response unit is also preparing to respond to the upcoming cold wave. Protracted humanitarian situations like that of Undocumented Myanmar Nationals are also of concern for the Response unit, in addition to regular activities related to disaster preparedness.
The Federation is also the co-lead of Shelter Cluster and the convenor during emergencies and it is also the Response unit’s responsibility to coordinate with other stakeholders and provide technical guidance when required.
The Federation is looking for a suitable Bangladeshi national for the above position in its Delegation’s office.
Duration : Twelve months
Location : Dhaka, Bangladesh with extensive travel, mainly within Bangladesh
Reporting to: Manager-Humanitarian Response and Preparedness for Response

Purpose:
The main purpose of the Senior DM Officer is to support the Response unit of both the Federation and BDRCS for effective and efficient implementation of the ongoing projects in line with the respective plan of actions. The Senior DM Officer will be responsible for providing technical support in planning, beneficiary selection process, monitoring and reporting for ongoing programs, as well as help formulate new ones. In addition to emergency operations, Senior DM Officer will support the Response unit in Preparedness for Response activities that are planned to be carried out by BDRCS. The Senior DM Officer will also be actively supporting coordination activities related to the cluster system.

Key Tasks and Responsibilities:
Provide support in project planning and producing concept notes, project proposals, logical frameworks and budget.
Develop assessment tools, conduct assessments and analyze relevant data
Provide technical support for BDRCS in developing/utilizing tools for beneficiary selection, verification and documentation;
Ensure that the program activities are implemented on time, and reaching out to all targeted eligible beneficiaries and oversee all aspects of quality program implementation
Oversee the cash transfer component and ensure that proper system is in place and functioning properly including security evaluation and beneficiary utilization of the system. Provide recommendations for changes as needed
Keep track of financial transactions of the projects, facilitate disbursement and settlement of working advance as needed
Develop and observe M&E tools as appropriate
Produce Information Bulletins and Operational Updates as required
Ensure reports and updates in Federation standard templates and requirement of the operations;
Support BDRCS coordinate with relevant stakeholders i.e. other humanitarian agencies at Dhaka level
Support the delegation team in preparedness for response activities
Conduct field visits as and when required

Skills/ Knowledge:
Self-supporting in computers (Windows, spreadsheets, word-processing)
Knowledge of AutoCAD, GIS, editing soft wares
Good understanding of vulnerability analysis, humanitarian response protocols, standards and accountability issues.
Good understanding of disaster management system of Bangladesh, key response and recovery policies, strategies, guidelines
Sound knowledge of participatory methodologies.
Good knowledge of logistics and financial matters in a humanitarian context
