The Senior Project Manager TA SSSR is expected to contribute to the smooth implementation of the Technical Assistance to Support Social Security Reforms project in close collaboration with the Dhaka-based Team Leader and the Ecorys Project Management team (junior Project Manager, based in Ecorys UK – London and Ecorys Project Director, based in Ecorys NL – Rotterdam).
In order to successfully manage and deliver the TA SSSR project, the Senior Project Manager will have in-depth engagements with the funder and client (EU Delegation in Dhaka) as well as with key beneficiary organizations in Bangladesh (Cabinet Division, Finance Division and selected Line Ministries) as well as the team of experts.
TA SSSR has a budget of EUR 6 million and a duration of five years, with an anticipated end date of November 2023, most likely to be extended till June/July 2024. The TA is complemented with an EUR 247 budget support package funded by the European Union. The annual budget support payments are dependent on the Government of Bangladesh meeting certain annual key performance indicators linked to the implementation of the National Social Security Strategy. The TA delivered by Ecorys supports the Cabinet Division, Finance Division and selected Ministries in meeting these key performance indicators.
It is envisaged that the Senior Project Manager (TA SSSR) would undertake the following tasks:
Coordination of all backstopping support, i.e. the office manager in Dhaka and the junior project manager in Ecorys UK, London
Support to the management of the TA office in Dhaka (located in Cabinet Division, Rooftop, Transport Pool Building, Secretariat Link Road, Dhaka)
Coordination of support from across the Consortium members (Development Pathways, PRI, CARE, Quay Asia), including identifying and assessing relevant internal experts
Drafting of Terms of References for non-key technical experts, in close collaboration with the Team Leader and the TA team
Coordinating the search for replacement key experts and non-key technical experts (producing job postings, screening CVs, interviewing candidates etc.)
Overseeing overall project logistics, including consultant mobilisation
Coordinate and co-write the six-monthly interim progress reports, together with the Team Leader
Supporting the Ecorys Project Director with the quality assurance process
Ensure written outputs, presentations etc. are presented to the highest standard.
We are seeking to hire an experienced project manager immediately. Hours of work will be defined together with the selected candidate, but availability for the job will need to be at least 50%.

University degree, ideally in Economics or a related discipline;
At least 8 year(s)
Eight years of relevant working experience (business development, technical assistance projects for international donors, monitoring and evaluation, project management);
Working experience in external aid policies (World Bank, ADB, EU, FCDO, JICA, etc.) is compulsory and experience as a consultant or technical expert would be an asset;
Excellent verbal and written communication skills in English; good knowledge of Bengali would be considered an asset;
Team player with excellent networking skills, able to work with people with different nationalities and backgrounds;
Strong networks within the donor community based in Dhaka, Bangladesh;
Highly organised and methodical in a deadline driven environment;
Project management skills including knowledge on project finances;
Knowledge of EU procurement rules related to technical assistance projects would be an asset;
Ability and willingness to travel within country.
